Customer Identification Guidance for Gambling Providers

The Australian Transaction Reports and Analysis Centre (AUSTRAC) published customer identification guidance for gambling providers and their obligations regarding applicable customer identification procedures (ACIP) conducted after creating a customer account. 

Special circumstances may permit a delay of up to 72 hours for ACIP, but the provider cannot offer other designated services during this period. These rules are stipulated under Chapter 82 of the Anti-Money Laundering and Counter-Terrorism Financing Rules, in effect from 2023 to 2024. Beyond this period, all online gambling service providers must complete ACIP before providing any service. 

Ensuring customer identity verification is crucial to prevent both National Self Exclusion Register violations and misuse by criminal actors. Providers are required to assess the necessity of delaying ACIP, maintain a low money laundering risk, and implement controls to guarantee timely ACIP completion, promoting responsible and secure online gambling services.
