Office of Foreign Assets Control amended and replaced the Mali Sanctions Regulations to provide a more comprehensive set of regulations, including additional interpretive and definitional guidance, general licenses, and other regulatory provisions.
Canada has unveiled fresh provisions on “deemed ownership” and “secondary sanctions,” broadening its scope of sanctions legislation and introducing additional hurdles for Canadian enterprises to ensure adherence.
European Union has added a humanitarian exception to its Guinea-Bissau sanctions, allowing UN, international, and observer-status humanitarian organizations to provide essential funds for timely assistance and basic human needs without asset freeze measures (EU Regulation 2023/1593, CFSP Decision 2023/1598).
Furthermore, the European Council has established an autonomous framework for imposing restrictive measures on individuals and entities responsible for threatening peace, security, or democracy in Haiti, aiming to address the current unstable situation and support the Haitian population. No specific individuals or entities are listed yet, but the framework complements UN sanctions from October 2022.
